With development and growth comes benefits and burdens. Neighborhoods that are overburdened by exposure to environmental toxins or pollutants must be remedied. Even the risk or potential for environmental harm causes psychological stress and thus the burden must be addressed. Historically, such neighborhoods have been those with higher concentrations of low income residents or people of color.

This indicator identifies then addresses neighborhoods where residents are overburdened by environmental risks and exposure. Data is collected locally. Participants are required at minimum to upload maps from the EPA’s EJSCREEN that show areas with relatively high Environmental Justice Index values.

Efforts to assess sites and neighborhoods were revisited again this year for STAR indicators in order to begin identifying and prioritizing areas and measures that should be taken to reduce environmental justice risks and exposure.
