Untreated or poorly treated wastewater degrades surface waters and makes them unsafe for drinking, fishing, and swimming. This indicator evaluates the direct release of effluents from two of the most common point sources: publicly owned treatment works (POTWs) and industrial dischargers. Communities should strive to ensure all POTWs and other facilities regulated by the Clean Water Act are in compliance with the EPA effluent guidelines and reporting requirements. The National Pollutant Discharge Elimination System (NPDES) permit program regulates the direct sources of pollutant discharge into waters of the United States.

Although there are over 700 publicly owned treatment works and water dischargers in the Las Vegas Valley, all facilities in the City of Las Vegas are in compliance with Clean Water Act regulations.
